In his discussion of developing countries, Schumacher says that dual economies create political problems, and tensions arise in society, too. Every country has poor people and those that are very rich. However, in a dual economy, the difference between the two groups is so great that a cultural gap develops between the two groups. The rich, a small percentage, typically live in the capital or are inhabitants of the second largest city. The poor live in the country or are town dwellers. The problem is that most development efforts go to the big cities and help the rich. The gap between the poor and people with money increases as the rich benefit from the changes and the poor do not.
